Talking to anyone with an average PC, lets say an i5 or i7 quadcore at 4ghz or more (2500k 2600k era) GTX 400, 500 or 600 series, and 8gb ram...
I ran this on a 5 yr old PC with a i7 2600k at 4.5ghz, gtx580 1.5gb and 8gb ddr 1600mhz. A good 30fps without issues....

BRIEF OVERVIEW
I load in the ultra scenery and objects. Use autolod. What this does is ive set 30fps as my target. It reduces the distance the buildings load into the distance until i get 30fps then it stops if i start getting 40fps. It starts increasing them again by loading more until i get 30fps, results are. Super graphics but with a smaller radial object load thats automatically increased and decreased during flight. Great for landing (lets say 3000ft) I dont need to see buildings 10miles away. This will reduce them to a couple of miles and increase if it detects my fps wont be effected. The feature i like is buildings dont just appear. They fade in through opacity. Very gradual
Something i must point out! Street lights are the last objects that are auto removed so during night flying you wont have a black area
