HWMonitor reports a processor activity that can exceed 100% in some cases. From this version, HWMonitor computes the CPU usage with the utility counters instead of the time counters, so doing the reported value matches the value in Windows task manager. However, whereas the task manager caps the maximum value to 100%, HWMonitor doesn't and can possibly report a value above 100%, in order to reflect clock increase mechanism
