The EU chose to disburse the money via a special financing mechanism. Integrated Territorial Investments' (ITIs) give local parties - #!$%@?, county councils, NGOs - a greater say in how European funds are spent. The idea is that local actors know their own social, economic and environmental problems best, and will therefore make the most effective and relevant spending choices.

However, in Member States where government structures do not function well, local politics and business are intertwined and corruption is rife, this EU mechanism does not work. The European Commission sent delegates in 2017 and 2018 to check how the money was spent. Minutes show that the main concern of the EC delegation is that the money is not distributed quickly enough. The main condition was that the money had to be spent in the 2014 -2020 EU funding period. In 2017, only 3 percent had been spent. "Speeding up the procurement process is priority number one," said a Commission representative.

In response to questions from NRC, the European Commission writes that the government in Bucharest is responsible for implementation, monitoring and evaluation of the interventions in the Danube Delta.
