It is unclear where a large part of the EUR 1.1 billion of European funding for Romania's Danube Delta has gone. The money was not spent on projects for nature and environmental protection, for which it was intended. The intended fight against poverty did not get off the ground either.

Between 2014 and 2020, the European Commission invested EUR 1.1 billion in the Danube Delta, a nature reserve in Romania and a UNESCO World Heritage site. With the money, the Commission wanted to encourage sustainable fishing and protect cultural heritage in the region. The grant would also protect the environment and improve the living standards of 15,000 inhabitants by creating jobs.

However, fishermen in the river delta still live in poverty and only seven of the nearly 1,200 projects funded were aimed at protecting the environment and nature. Moreover, three quarters of the grants were paid to projects run by companies outside the Tulcea district in which the Danube Delta is located. NRC research shows that a network of Romanian politicians, businessmen, bureaucrats and non-governmental organisations absorbed much of the money. Individuals responsible for implementation or supervision won tenders, money went straight into their companies' bank accounts.

The EU chose to disburse the money via a special financing mechanism. Integrated Territorial Investments' (ITIs) give local parties - #!$%@?, county councils, NGOs - a greater say in how European funds are spent. The idea is that local actors know their own social, economic and environmental problems best, and will therefore make the most effective and relevant spending choices.

However, in Member States where government structures do not function well, local politics and business are intertwined and corruption is rife, this EU mechanism does not work. The European Commission sent delegates in 2017 and 2018 to check how the money was spent. Minutes show that the main concern of the EC delegation is that the money is not distributed quickly enough. The main condition was that the money had to be spent in the 2014 -2020 EU funding period. In 2017, only 3 percent had been spent. "Speeding up the procurement process is priority number one," said a Commission representative.

In response to questions from NRC, the European Commission writes that the government in Bucharest is responsible for implementation, monitoring and evaluation of the interventions in the Danube Delta.
