Jest konsensus odnośnie tego co jest Dependency a co Reference względem danego Assembly?

Z tego co widzę to w vs2017 zmieniła się terminologia z References na Dependencies.

Dependency - zgodnie z nazwą, biblioteka od której zależy nasza biblioteka/projekt
Reference - w sumie to jest to samo?

Czyli wywalili 'Project Dependencies' gdzieś w vs2013 tylko po to żeby na powrót wywalić 'Project References' i dodać 'Project Dependencies' w vs2017 ?
