This is obviously not Russia for the following reasons:1) The uniforms say "Militsya". Russian police are no longer called "Militsya", but are instead now "Politisya".2) Even if this were old (before the name change), the letter "I" after the M is not in the Russian alphabet, but is common in Ukrainian. My guess would be this is Ukraine.
